I just tried some bone stuff a couple of weeks ago in max, had the same problem. In max you can solve it by moving 'envelope' points from the bones. They determine the range (I think) in which the bones influence the mesh. I don't know if there is anything similar in cinema4d, but if there is, you could try playing around with those things. Worked for me.
